PA was founded in 2015 by Scott Friedson, a consumer advocate and public insurance adjuster.
The need for a consumer advocate to help insured Policyholders dealing with property damage insurance claims has reached crisis levels. In the aftermath of any Texas disaster, far too many policyholders find themselves struggling with understanding the insurance claim process. Home and business owners face many challenges. Recovery after any disaster can be challenging for anyone. Rebuilding starts with knowing your rights.
We help folks understand the different roles, boundaries, characteristics and best practices between good and bad faith insurance claim handling practices. Our goal is to raise public awareness of the insurance claim process including how to qualify vendors, public adjusters, lawyers and others who could make or break your recovery.
Adding to the consumers struggle is the fact that not all states license roofing or general contractors. One of PA's goals is unite like minded professionals to legitimately perform and understand best practices in the roles and boundaries in which licensed agents and vendors can act under current Texas laws. Insurance carriers and adjusting firms handle claims daily. We're here to help policyholders receive the fair and prompt settlement they deserve.
Insurance companies constantly attempt to pass significant legislative reform measures to address the abusive attempts to strip policyholders of their rights under the insurance code statutes related to bad faith penalties but they tried hard.

PA is engaged in two main activities: (1) educational efforts and (2) conferences and public policy development to benefit insurance policyholders.
1. Educational Efforts:
Policyholder Advocates educates and informs members of the general public about certain topics related to insurance policies and claims. In particular, Policyholder Advocates focuses on raising public awareness, advocating for increased consumer protection and industry education relating to Texas property damage insurance claim businesses. Policyholder Advocates operates a web site that provides a source of information to the general public regarding Texas insurance policies as well as claims administration best practices and information. Policyholder Advocates also educates the general public and industry on practices that promote claim resolution and prevent unnecessary litigation over claims administration. Texas Policyholders Advocates web site provides resources, public service announcements and a directory of professionals that can assist policyholders with various aspects of understanding more about their insurance coverage.
2. Conferences and Public Policy Development:
PA's second activity to accomplish the organization’s purpose is to sponsor conferences to educate consumers, businesses, licensed professionals, carriers and service contractors in the insurance industry acts and practices in or in relation to the insurance business and administration of insurance claims. Conferences will not be limited to one particular trade or profession but will include members from various trades and industries with an interest in learning more about Texas insurance and claims administration. Policyholder Advocates may engage in lobbying activity within the parameters allowed by the IRS. Specifically, Policyholder Advocates includes Form 5768 with this application, stating that it will spend no more than the permitted amount of expenditures on lobbying activities.
